Russian factory of American Aptar placed under temporary management
President Vladimir Putin has issued a decree placing Aptar Vladimir LLC, a Russian company directly owned by France's Aptar Europe Holding, part of the US group Aptar, under temporary management by H&N, the former Russian arm of Danone. Aptar Vladimir makes plastic packaging in Vladimir.
Shortly before, temporary management was imposed on the Russian businesses of France's Auchan and FM Logistic, Switzerland's Nestlé and Lemana PRO (UAE).
Aptar Vladimir belongs to the US Aptar group, which makes consumer packaging for household chemicals, cosmetics and food. The Russian business had revenue of 1.7 billion rubles in 2025 (USD20 million at the 25 September 2026 exchange rate), slightly lower than in 2024. Its net profit in 2025 was 537 million rubles (USD6.4 million).
H&N is part of the dairy producer Logika Moloka, which includes the former Danone assets. Logika Moloka's beneficial owner is Ruslan Alisultanov, a former deputy agriculture minister of Chechnya.
The transfer gives Logika Moloka its own plastic packaging producer and gives the plant a stable, large customer, Oleg Burkut, chief executive of the information and analytical publication Plastinfo, told the newspaper Kommersant.
Formally, temporary management does not entail seizure of the asset. However, after the procedure the business often ends up with a Russian investor, either through nationalisation (as happened with Rolf) or through a sale once temporary management is lifted. There is also a precedent in the Ariston case, in which the Italian company's assets returned to their foreign owner after passing through temporary management. Still, the majority of the foreign businesses placed under the procedure since 2023 currently remain under temporary management.
