Regional Agencies Propose Criteria for Assessing the Quality of Investments by Departed Foreign Companies
The National Association of Investment and Development Agencies (NAAIR) has submitted proposals to the Ministry of Economic Development and the Russian Union of Industrialists and Entrepreneurs (RSPP) outlining criteria for evaluating the quality of direct foreign investment in Russia. NAAIR brings together around 75 regional institutions involved in attracting investment and promoting economic development across various Russian regions. According to NAAIR, investment projects that meet the criteria for high-quality foreign investment could be eligible for government support measures, benefit from the assistance of regional investor support organisations, and qualify for simplified visa procedures for highly skilled foreign specialists.
The proposed criteria span several key areas: creation of high-productivity jobs, technology transfer, recruitment of foreign specialists, development of training programmes for Russian specialists, export potential of products, localisation of production, investment in R&D, and alignment with sustainable development projects.
