Conditions tightened for foreign involvement in experimental R&D
The involvement of foreign citizens and entities in scientific and experimental research in certain industries will need to be signed off by the Russian Federal Security Service (FSB). A resolution to this effect has been passed by the government.
The rules approved by the Cabinet of Ministers establish a procedure for coordinating the involvement of foreign citizens and foreign entities, and Russian entities whose participants or founders are foreign citizens or foreign entities, with the FSB in scientific, technological, and experimental developments in areas listed by the government.
Information about foreign citizens and entities, as well as foreign-founded Russian entities, must be entered into a central state information system for recording civil research, development and technology projects. The Ministry of Science and Higher Education must then forward this information to the FSB within five days.
The FSB, in turn, will have to decide within 60 calendar days whether to approve or reject the foreign involvement in science projects. The decision will remain in effect for the projects' entire duration.
A law was passed in June to boost oversight over the transfer outside Russia of scientific and research findings, experimental developments, and science and technology products. Under this law, the government must approve a list of scientific and technological activities and experimental research in which foreigners may participate only with the FSB's consent.
