Government Approval Required for the Return of Foreign Companies to Russia
Foreign companies from “unfriendly” countries will only be able to return to the Russian market with the permission of the Government Commission on [Monitoring] Foreign Investments, the Ministry of Finance has stated. Earlier, Minister of Economic Development Maxim Reshetnikov said that such decisions “will be made on a case-by-case basis”, as the Russian economy has changed.
Experts believe the authorities may impose stricter requirements on investment in Russia, localisation of production, and genuine technology transfer – with the aim of creating closed-loop production chains that do not depend on external supplies and foreign intellectual property. Discussions about the potential return of companies that exited after the start of military activities in Ukraine intensified following a phone call between US President Donald Trump and Russian President Vladimir Putin, and the subsequent meeting of Russian and American delegations in Saudi Arabia.
