Exit of Foreign Companies from Russia Slowed in 2024
In 2024, the total value of transactions involving the exit of foreign companies from Russian assets amounted to $3.4 billion, compared with $11.1 billion in 2023, according to estimates by the AK&M agency. The number of deals also fell – from 97 in 2023 to 58 in 2024, analysts noted.
The reasons for the slowdown are an objective reduction in businesses being sold after the high base of 2022, formed by the mass exits of non-residents, and the tightening of exit conditions by Russian regulators. For instance, in October 2024, the sub-commission overseeing transactions between non-residents and residents increased the mandatory contribution to the federal budget from 15% to 35% of the market value of the asset upon sale. At the same time, it raised the discount at which the businesses of exiting foreigners can be bought out – from 50% to 60%.
“Many foreign companies still present in Russia are not planning to leave the market and are doing so only under significant pressure from their own authorities”, AK&M analysts added.
