Federation Council Committee on Economic Policy Proposes Conditions for the Return of Western Carmakers to Russia – Localisation and Technology Transfer Required

The Federation Council Committee on Economic Policy has proposed its vision to the government regarding the conditions under which foreign car manufacturers could return to Russia. In a letter dated 26 February from the Committee Chair, Andrei Kutepov, addressed to First Deputy Prime Minister Denis Manturov, several potential obligations are listed that Western companies would need to assume if they wish to re-enter the Russian market. Vedomosti has reviewed the document, and Manturov’s office has confirmed its receipt.
