Foreigners in no hurry to open special investment accounts in Russia
Foreign investors are still holding back from entering the Russian stock market, even though opportunities have been created for them. This was stated on 2 March by Finance Minister Anton Siluanov in an interview with Vesti.
He recalled that "there are now opportunities for foreigners to enter the market," with special investment accounts available through which they can invest in the financial market and withdraw money.
"But so far foreigners are playing it cautious while the aura of sanctions still exists," Siluanov said.
He believes that in the future, foreign investors will still be interested in Russia and "our financial market will grow."
In July 2025, Russian President Vladimir Putin issued a decree introducing special "In" type accounts for foreign investors (including citizens of so-called unfriendly countries) and extended guarantees for the purchase of securities of Russian companies. The idea was for holders of these accounts to be able to invest inside Russia and keep track of their cash, shares in Russian joint-stock companies, federal loan bonds and bonds of Russian issuers, the rights to which are recorded by a Russian depositary.
Holders of special "C" accounts can also invest by means of "In" accounts, using new money, but assets in "C" accounts cannot be used for investment.
Foreign investors are able to open "In" type accounts with professional Russian participants on the Moscow Exchange from 8 December 2025.
