Applications by foreign entities to exit Russian businesses have halved
In 2025, there were about half as many applications from foreign investors wishing to exit the Russian market as in 2024. This was stated by Deputy Finance Minister Alexei Moiseev on Radio RBC.
"Looking at the numbers, I would say there are probably half as many applications as a year ago, although the flow is definitely continuing," he said.
Most of the applications in the outgoing year came from medium-sized businesses, he continued. Large companies wanting to leave did so a long time ago. And large firms that did not want to leave in the first place will either not leave, "fighting tooth and nail against pressure in their countries," or will do their utmost to keep their business here, the deputy minister believes.
Moiseev said that the current desire to exit the Russian market is because of "the inconvenience for some medium-sized companies based in Europe of managing a business in Russia due to supply difficulties, payment difficulties, and even simply running the business for Europeans." Therefore, the departures are proceeding in an orderly manner, and there are no situations "where people are abandoning everything, locking the stable door and running."
According to Moiseev, the "queue to leave" is small — just a couple dozen applications, counting the ones where all the documents are ready.
Earlier, Moiseev stated that the authorities do not plan to further tighten the conditions for foreigners leaving Russia.
